    Duties

    Summary

    James J. Peters Medical Center (JJPVAMC), located in Bronx, New York, is designated as a level IB complexity health care facility that provides tertiary care with 311 authorized hospital beds, 120 nursing home beds, and operate several regional referral points. As the Chief of Communication Services Office, you will serves as the primary spokesperson, managing information flow between JJPVAMC and the media within the framework of established laws, regulations, and local VA policies.

    Responsibilities

    • Serves as liaison with local, regional and national media, public relations program managers, Federal, state, and local government officials, other staff members, veteran service organizations (VSO’s) and community groups;
    • Directs media relations, publications services, congressional relations and strategic marketing/branding within the community and surrounding region as necessary, to serve America’s Veterans;
    • Analyzes internal and external information, draws conclusions and decides strategies for communication goals, using all forms of media to reach target audiences;
    • Writes and edits informational materials (i.e. employee newsletter, weekly bulletin, news releases, radio/TV scripts, and social media) for JJPVAMC management, staff, volunteers, patients and others who contribute to the Medical Center’s effectiveness and responsiveness;
    • Facilitates the interaction of congressional representatives and their staff with VA staff during facility visits and other significant events;
    • Assesses effectiveness of internal and external communications and developing programs to address changing needs;
    • Has a cursory understanding of both Veterans Benefits Administration and the National Cemetery Administration;
    • Manages and executes the facility’s crisis communication plan in the event of an emergency;
    • Responds to media inquiries in a timely manner with allowable, accurate, transparent information;
    • Works with staff or members of the New York congressional delegation or other elected officials by providing updates;
    • Leads, executes and briefs the facility’s leadership team on all aspects of communication;
    • Performs other related duties as assigned.

    Work Schedule: Monday through Friday, 7:30am – 4:00pm (based on the needs of the service)

    Qualifications

    In order to qualify for this position, you must possess at least one (1) year of specialized experience equipped with the particular knowledge, skills, and abilities to perform successfully the duties of the Supervisory Public Affairs Specialist position. To be creditable, this experience must have been equivalent to at least the GS-12 level in the Federal service. Qualifying specialized experience includes engaging in promoting a comprehensive public affairs program and its goals and initiatives; utilizing concepts, principles and practices in media, public affairs, advertising, marketing, and communications such as new social media technologies and platforms; analyzes and evaluates the effectiveness of programs or operations in meeting an organizations established goals and objectives; managing budgets, writing statements of work and directing, and coordinating activities of subordinates. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

    Physical Requirements: Work is generally sedentary with walking required during visits and tours within and outside the Medical Center. Flexibility is required to accommodate events and activities occurring in other than normal duty hours. Mobility is required in terms of staging and assisting staff with equipment and other required materials.

    Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee’s credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
