General Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Office of Communications area of the agency.

Performs highly advanced (senior-level) informational and communications work. Work involves overseeing the research, writing, editing, and production of content and materials for release to various communications media (news, print, digital, and/or social media) and for use by the agency, the public, and other agencies. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Reporting to the Communications Director, employee may be asked to work outside of normal operating hours, including occasional weekends.

Veterans, Reservist or Guardsman with an MOS or additional duties that fall in the fields of Army -46Q Public Affairs
Specialist; Navy – MC Mass Communication Specialist; Coast Guard – PA Public Affairs Specialist; Marines -4511 Recruiting
Station Marketing and Communication Marine ; Air Force – 3N090 Public Affairs (Superintendent)or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this position.

Essential Job Elements

Oversees the preparation and distribution of news and informational releases, talking points and scripts, advisories, newsletters, fact sheets, and blogs, and coordinates media events. Assists with editorial production for media communications ensuring timely and accurate materials with a consistent tone and message. Conducts interviews with agency program area staff, researches sources, and ensures the completeness and accuracy of printed and online materials.

Establishes and maintains effective working relationships with and responds to information requests from local, state, and regional news media, specialized groups, and the general public regarding GLO mission areas in written and oral form, often requiring simple explanations of complicated subjects.

Presents and generates innovative, creative, and timely story ideas and pitches them to media on a regular, proactive basis.
Creates media materials and assists in shaping media narrative in support of GLO’s mission areas.

Executes on communications department strategies to convey complex information concerning GLO programs, research on program-related areas, responsibilities, and outreach activities. Advises on strategies for proactive interaction by the communications department with the press, as well as responses to incoming inquiries in consultation with Communications
Director.

Works with program area staff to identify communications opportunities and visibility events.

Oversees the planning and implementation of public information programs, conferences, seminars, workshops, and public hearings.

Minimum Qualifications (Education + Experience)

Graduation from an accredited four-year college or university with major coursework in communications, administration, marketing, public relations or related field.

At minimum 3-5 years experience working in communications and press relations for agencies, campaigns, non-profit organizations or journalism.

Two to five years of communications experience on the record experience.

Preferred Qualifications

Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
